Visit of the Executive Secretary to the Prime Minister of the Republic of Djibouti
February 19, 2026

Djibouti, 19 February 2026 — The Prime Minister, His Excellency Mr Abdoulkader Kamil Mohamed, received late this morning,
on a courtesy visit, H.E. Mr Almoustapha Garba, Executive Secretary of the Pan-African Agency of the Great Green Wall (PAGGW), in the presence of the Minister of Environment and Sustainable Development, Mr Mohamed Abdoulkader Helem, and his team.
This meeting provided an opportunity to review the progress of the Great Green Wall Initiative, a flagship African programme carried out at the continental level for land restoration, the fight against desertification and the strengthening of community resilience.
On this occasion, the Executive Secretary of the PAGGW conveyed to the Prime Minister a letter from H.E. Mr Mahamadou Issoufou, former President of the Republic of Niger and Champion of the Great Green Wall, addressed to His Excellency the President of the Republic, Mr Ismaïl Omar Guelleh, with a view to a working visit subject to his schedule.
The Prime Minister also welcomed the holding in Djibouti — at the Ayla Hotel, from 15 to 20 February 2026 — of the 4th edition of the Residential Seminar and Great Green Wall Week, jointly organised by the Ministry of Environment and the PAGGW, bringing together delegations from member countries, technical and financial partners, as well as civil society actors.
The proceedings highlighted the concrete outcomes expected: capacity building, exchanges of experience, and the acceleration of proven solutions such as agroforestry, assisted natural regeneration, integrated water management and the use of innovative project monitoring and evaluation tools.
In a context marked by aridity and climate vulnerability, Djibouti reaffirmed its determination to play a driving role within this regional dynamic, by mobilising greater synergies between States, international institutions and local actors, for measurable results in terms of land restoration, green jobs and sustainable development.
